1) Check the storage distribution:
In your Google Drive account, check the distribution of your storage. You will find the option for that under your profile picture. If we go by the most common occurrences of this issue, the majority of the space will be taken up by Whatsapp backup. The next most space will be taken up by Google Photos. This is the common trend in all the issues surrounding exhaustion of storage on Google Drive. The best thing you can do is dedicate a separate account for the Whatsapp backup. Also, transfer the important photos and videos to a device that you trust and delete them from the cloud. This will free up a ton of space for you.

Empty the trash folder in all the apps synced with your Google Drive, especially Google Photos. You should also check the Trash folder on Google Drive to see if the files that you had deleted in the past are still lurking around. Delete the files to improve the available memory space.
