Well, once you have unlocked the later parts of the Morrow Parish region, look for the Sanatorium, the place where the patients have been allowed to wander unsupervised. Here, you can visit Dr. Morrow in the basement. She has made three statues of a mysterious Nightweaver boss that preys on the fear of Dran through their dreams. Once you find and return all the statues to her, she will begin singing the song with the code. The highlighted numbers from this song are the code to the safe, which is 2971.
