To be able to make a secret base in Grand Underground, first, you have to make sure you have the Explorer Kit. To get the Explorer kit, simply head over to Eterna City and visit the house next to the Poke Center on the right. Inside the house, you will find an old man. Interact with him and he will provide you with an Explorer kit and even show you how to use it. With the Explorer Kit, you can directly drop down to the Grand Underground. Visit the Grand Underground using the Explorer Kit and then come back to the old man once you are done. He will now teach you how to hunt for the treasures in the Grand Underground.
After following the instructions and finding some treasures in the Grand Underground, you may return to the old man only to receive a Digger Drill and the instructions on how to set up your secret base there. Once you receive the Digger Drill, head over to the Grand Underground. Stand next to a wall and use the Digger Drill to create a secret base of your own.
