Well, to create new Pokestops in Pokemon Go, you will need an account with level 38 or more. Once you have this, follow the given steps:
1) First, open Pokemon Go and head to the Options Menu in the game. There, select the New Pokestop option.
2) Now, follow all the instructions provided by the game and after completion, you will see that a map will appear on your screen. So, you need to mark the location of the place where you want to create a new Pokestop.
3) After selecting the right location, hit the Confirm button. The game will now ask you to upload a clear picture of the location along with its surroundings where you want to create a Pokestop. Do the necessary steps and then follow step 4.
4) After uploading the images, you will now be required to add the Pokestop title and Pokestop Description. Once you do this, you will be asked to categorize the location. If you find the relevant category from the list, select it and if not, select the Other option.
5) After this, hit Confirm.
