Just download the Messenger app and sign in. However, you cannot sign up for or sign in to Messenger without a Facebook account. So, deleting your FB account will also delete your Messenger account.
All features of Messenger will be available even if Facebook is deactivated. Note that signing into Messenger will not reactivate your Facebook account.
