You can access it by visiting Fisherman’s Rest and interacting with Captain Raymond Clark. He will ask you to catch some fish in certain areas of the map. Complete the quest every day to get a chance to obtain an upgrade. With other rewards, there’s only a 20% chance that you will be able to get an upgrade. So, keep trying.

How to Upgrade Your Fishing Rod?

Once you have a reel mod or an upgrade, you will need to visit any Tinker’s Workbench to be able to apply these mods/upgrades to your fishing rod. Interact with it and then select the Modify option. This will take you to the Fishing Rod Modification menu. Here, you can apply all your mods and upgrades to your fishing rod.
