Coming back to our topic, Togepi is found in the Cobalt Coastlands region of the game. This is the third region featured in Pokemon Legends Arceus which means that you will have to unlock it first to be able to encounter a Togepi. However, you don’t need to take part in the story mode after this region is unlocked to catch a Togepi. Once this region is unlocked, head to the South-east area of Bather’s Lagoon. There, you will find a bunch of trees between two water bodies. In the morning, this is where you will find a Togepi spawn.
