Deep Sea Scale can be located in the Grand Underground region in Pokemon Brilliant Diamond & Shining Pearl. So, first, you will have to unlock the Grand Underground region. Head over to Eterna City and enter the house beside the Pokemon Centre. You will find an old man standing there. Once he notices you, interact with him. AT the end of the conversation, he will gift your the Explorer kit. Now, you can use the Explorer Kit to enter the Grand Underground.
Now, first, navigate to Celestic Town from the Town Map (you can unlock Celestic Town after you defeat the fourth Gym Leader). Use the Explorer kit, choose to Play Alone, and enter the Grand Underground for your quest to find a Deep Sea Scale. Once inside, head south, take left and then head north to reach a door. Cross the door to enter Icy Cave. Look around to locate a Deep Sea Scale. Note that you will mostly across a Deep Sea Scale near the sea in the Icy Cave. You may find Deep Sea Scale in any snowy and sea area of the Grand Underground.
