Follow these steps to reach a Razor Claw in the game –
1) Open the Town Map and navigate to Pokemon League.
2) Summon Bibarel and swim down the waterfall to reach Victory Road.
3) Enter Victory Road, cross the wooden bridge, and walk up to the woman waiting in there.
4) Talk to the woman and use Rock Climb (HM) to climb down the wall.
5) Turn left and then upwards till the end of the path.
6) Turn left and then downwards till the end of the path. You will walk into a Razor Claw on this path.
