What we can conclude from this is that the developers wanted to give players an option to choose whether they want voice chat or not. If there is an in-game voice chat, several players would assume that the correct way to play the game is by using voice chat. This would impose unnecessary rules and would cause chaos. Some players pointed out that there is no in-game text chat system as well.
Whether the developers will add an in-game voice chat later on is still unknown. But, when applications like Discord are available, players can create their own personal voice chat session in Aliens: Fireteam Elite if they want to.
