1) Check your activity:
Facebook’s support team asks its users to check if there have been suspicious activities on their accounts. This is the most probable reason for your transactions being declined. If you find any traces of a sign-in attempt from a different device that isn’t yours, change your password to something strong. And also log out of all other devices from your settings.

2) Re-register your payment details:
Remove the bank account/credit card/debit card details from FB pay. Register the account again. There might be a communication lapse between the app and your bank causing the problem. If this does not solve FB pay not working problem, try the next method.
3) Clear app cache:
If you are using the app on an Android device, tap and hold the Facebook or Messenger application. Tap on App Info > App data > Clear data > Clear cache. Choosing to ‘Clear data’ entirely is also fine. You will only have to log in again. On an iOS device, go to Settings > General > iPhone storage. In the list of applications, look for either the Facebook app or the Messenger app. Tap on it and select ‘Offload app’. Once done, relaunch the app. This should solve the error for most users. 4) Reinstall the app:
Try uninstalling the application from your device to fix the issue. This will delete all the app data from your device and hopefully clear any corrupted files as well. 5) Contact your bank:
Contact your bank to try and find out whether an internal bank issue may be causing this situation.
