Firstly, the receiver will need to allow the original Steam game/gift buyer to receive a refund. In case you are the original buyer, ask the receiver to perform the following steps:
1) Go to help.steampowered.com, sign in, and select the Games, Software, etc. tab.
2) Here, you will see a list of all games you own. Select the game you received as a gift and want a refund for.
3) Now, select the reason why you want to return it and then choose I’d Like to Request a Refund.
4) Lastly, allow the original buyer to get the refund.

Once the receiver initiates the refund process, the original buyer needs to perform the following steps to get a refund:
1) Go to help.steampowered.com, sign in, and select the Purchases tab.
2) Under Purchases, choose View complete purchasing history.
3) You will now see the game you bought for gifting purposes. Select it and choose the reason why you want to refund it. Once done, select the I’d Like to Request a Refund option.
4) Select a refund method and submit the request.
