1) Clear cache:

To fix the pending update error on Nvidia Shield, clear the cache files for the Play Store app. To do that, first go to the Home screen. Then open Settings by selecting the cog (gear) icon. From the list of options, select Apps. In the list of apps, find and select Play Store. Select the Clear Cache option and press OK. Now open the Play Store app. This step should successfully resume the pending updates on all of the apps on your Nvidia shield TV.

2) Uninstall third party app stores:

Any third party app stores that you may have installed on your device can cause such an errors. Uninstall that app downloader from your device. Also, uninstall any apps that you have downloaded using that third party app. After that, simply turn off your Nvidia shield and turn it on again using the remote. This time, upon launching Play Store, the paused updates will start downloading.

3) Disable ad blockers or VPN:

Disable the ad blockers and VPN you are using on the Nvidia shield momentarily. Check if that triggers the updates to continue downloading. In most cases, doing this will start the updates for the apps on Nvidia shield TV. However, if the problem persists, try the next step.

4) Reboot device:

To reboot your Nvidia shield TV, scroll to the bottom of the home screen. You will see a power icon at the right. Hover over the icon and select Restart. After the restart, check if the apps are updating on your device.

5) Tweak Play Store settings:

Go into the Play Store app on your Nvidia Shield TV. Select the menu icon near your profile. Now go to Settings > Parental control > Allow all. Close the app and restart your device again. After the restart, open Play Store to find all your apps updating.
