This is because you can only get the Shiny Charm in the game after you have completed the National Pokedex meaning that you have to catch a total of 150 pokemon in the game. Yes, you read it right, you have to catch them, not just look at them.
After you have caught all the 150 pokemon, all you need to do is head over to the Grand Lake Hotel which is to the south of the Valor Lakefront. Enter the building and you will find several NPCs, out of which two of them will turn out to be the Game Directors for the Pokemon Brilliant Diamond And Shining Pearl.
