You will have to play through the story until you get Request #28 named Measuring Your Compatibility. Once you get this request, you will have to look for an NPC named Belamy. He is usually found near the Pastures. After you find Belamy, you will need to show him a pokemon that has a high friendship rating with you. We suggest you show him your starter pokemon as its friendship stat will have maxed out at this point. Once this request is complete, Belamy will be available for you throughout the entire game.
